Dragan Velić is born on 18.11.1958 in village Sušica, municipality of Priština, Serbia. Lives in village Novi Badovac, municipality of Priština. He is acting coordinator of Commessariate for refugees of the Republic of Serbia for Kosovo and Metohija and president of Serbian National Council of Kosovo and Metohija – SNC KiM since 2006,. And he is one of the founders of that Council.
He acted as technical director and later on as acting general director of HGIRO ''Binačka Morava'' Gnjilane from 1988 til 1991; Secretary for urbanistic and construction affairs in Municipal Assembly of Priština from 1992-1997; From 2001 til 2004 he was Head of Kosovo County.
He participated in production of many projects, and one of the more important is preparation of project on decentralization in Kosovo and Metohija. Graduated on Faculty of Technical Sciences, in Priština, in 1982. He obtained Masters degree on Faculty of Technical Science in Niš. Specialized in Management and labor organization in Belgrade.
Married, father of three.
